car wont start

i have a 1995 ford tarus it wont crank or start the brakes are hard to push down on the lights and everything electrical works and also the steering wheel is also hard and i cant turn the tires whats the problem

You won't have power steering or power brakes if the engine isn't running. Sounds like you have a simple no-crank problem. Do you hear the rather loud clunk of the starter relay under the hood? If you do, check that the two large copper nuts are tight on it. If you don't hear it clunk, remove the red plug-in wire and measure the voltage on it while a helper turns the ignition switch to "crank". You should find 12 volts there at that time.

(That relay is next to the battery, and one red positive wire goes from the battery to it).
