Why would my fuel pump or sender be making a whirring noise?

The fuel pump would whir at a low level during normal operations. If the noise is too loud, it is an indication the fuel pump is on its way out.

I did replace it and the sound is still is going on once the car is warmed up. Does this mean I got sold a dodgy pump?

If the pump is non OEM, it is possible. Recheck the pump installation. It could be that the rubber damper is not seated correctly resulting in excessive vibrations.
