Gas gauge problem

I have a 95 F-150 with duel fuel tanks. When key is on, both fuel tanks read empty on the fuel gauge. When key is off, gauge slowly rises to what I'm guessing is the actual fuel level. I disconnected the tank switch and turned the key on, this caused the gauge to read full. Any idea what my problem is?

I'd get at the wiring connector for the fuel level sending unit. Take the connector loose. Yellow wire with lite blue tracer, key on, use resistor, 145 ohm, between wire terminal and ground, the gage should read full. Then use 22.5 ohm resistor, same way, the gage should read empty. If the gage on the dash reacts properly, I think the problem is the sending unit in the gas tank. Radio shack sells resistors, they don't cost much, I have a bunch in my tool-box.

Thanks, certainly sounds cheaper than the 80 bucks the dealer wants to diagnose it.
