1995 Dodge Dakota Repair Question

Dodge Dakota Engine Problem

On cold starts I have to crank engine for awhile.
when engine is warm start immediately.
I do know the fuel gauge sensor is out because the gas gauge bounces and doesn't register correctly.
I don't know if the electronic fuel pum is getting weak.
To me it appears when the engine is cold the gas is not right their at to carb..
or maybe the auto choke system is working correctly.
Not sure where to start

scan for codes and check fuel pressre first.
