Dodge Caravan Wheel Problem

When driving down the road, vehicle will "jump" to right and steering wheel will go counter clockwise to maintain straight line, maintaining angle to left. It will later re-center for a distance and steering wheel will again be centered. This continues while driving. Bad lower ball joint has been replaced with no change. Tie rod ends appear to be okay. Rack and pinion on cross member support to be tight and don't move when turning steering wheel side to side when stopped. Wheels do no move when checking when lifted off ground, both when grabbing tire top and bottom, and front and back.
