1995 Chrysler New Yorker Turn Signals do not work - Emergency Flashers do not work Fuse for turn signals chckd and replaced
Sometimes it sounds like buzzing noise coming from the steering column area other times no sound at all
Is their a capacitor that I should be changing

If the fuses are good, you need to check the switch itself. IT sounds like it could be bad. The noise you hear is interesting. When you take the steering column apart, check to make sure the wiring all looks good.
