A/C works but max (recirculate) comes on and then will go off after a few seconds.

I have checked freon and it's OK. blows cold air but not as cold as max.

Recirculation on will always be colder because it doesnt let any warmer air from outside to be cooled. So is the ac compressor cycling?

Using the gauges to figure out out much charge in the system is called guessing. The only way you can tell for sure how much is in the system for sure is by weight. You use a ac machine to recover the charge and weigh how much comes out.Otherwise no telling how much is actually in there.Just because the low side gaug/charge hose you got at the auto parts store says its in the blue doesnt mean it has the correct charge amount.I wish it was that easy.
