Y does my truck flutter in the rain or snow?

How long since a tune-up? When the vehicle isn't acting up, engine running, use a spray bottle with water. Spray the plug wires, if it acts up, get you some new spark plug wires.
In the dark, engine running, can you see arcs running everywhere? Another issue might be moisture in the distributor cap?
