The fuel pressure spec is 41-47 psi. I would suspect the fuel pump.

Wouldn't the fuel pump just stop all the way? It runs fine when you first start it...but if you go say 10-20 miles shut it off it will not start again for an hour or so. It has been doing this for quite sometime now.

A weak fuel pump will produce lower than normal pressure. It's a good sign that it's about to die.
