I started the car last night to go out, but then shut the engine off to get something. When I came back a minute later the starter motor winds over fine but the engine only cranks over every now and then and is not enough to start it.

Have your battery checked for condition including a load test. Then have charging system checked.

Well it depends, if your battery is totally flat then it would take a while of leaving cables on to get more juic to turn it over. Auto parts normally do that for free anyhow as well as tire stores.
