Toyota Camry Abs Problem

Hi. The front brakes on my '94 camry are locked-up. the ABS light is on. I just paid a local mechanic $120. to fix it. he replaced the Master Cylinder and brake pads. It did not help at all. In fact, now the brake pedal cannot be depressed. I'm out the money and still can't drive my car. can you suggest any poss. remedy? thank you in advance.
