I cant get my van to start. what do i try next?

i changed the starter, checked the voltage @ the positive starter wire & had 11.6v the battery is reading 12v all the electrical devices in the car function properly but the starter wont even try to crank. ive also cleaned the battery terminals & cable ends still nothing. what do i do next?

HOW 'BOUT A TEST LIKE THIS?

THIS WILL LET YOU KNOW IF YOU NEED TO INVESTIGATE THE "SIGNAL WIRE" OR ANYTHING BACK TOWARDS THE IGNITION SWITCH THAT IS "ON" OR MIGHT "INTERRUPT" THE IGNITION SWITCH GIVING SIGNAL TO THE STARTER

IF THIS TEST DOES WORK, MAYBE I CAN GET YOU A WIRE DIAGRAM TO HELP YOU TRACE THIS WIRE BACK THRU THE SYSTEM

I'VE BEEN MEANING TO MAKE A PIC LIKE THIS FOR QUITE SOME TIME--IT'S "SPECIAL", JUST FOR YOU!
