overheating. The water pump is good?

I have a 94 ford Taurus that is overheating. The water pump is good. The heater works, which leads me to believe the thermostat is fine. However, the radiator fan does not 'work'. The fuse is fine. Am I right in thinking that the fan needs replaced or is there something else that would cause the fan to not turn on?

Test the fan motor first. Also the thermostat can still be bad even though the heater works.

Fan motor or fan relay or temp switch are bad. Or maybe a combination of them.
