Ford F-150 Fuel pump Problem

Fuel pump will not shut off and truck won't start. I just recently bought the truck and there was/is old gas in it. I know that would make it start hard but it doesn't start at all. I replaced the fuel pump censor and the problem went away for a bit but it returned. I have done some research but i'd like some info from a mechanic. Any info will help

check the fuel pump relay. it is located in the underhood power distribution center (fusebox). you can replace it with another identical fuse from elsewhere in the fuse box. if this corrects the problem, replace the faulty fuel pump relay.
If not, check to see if the fuel pump runs when the relay is removed and get back to me on that.
