1994 Dodge Ram Repair Question

Dodge Ram Engine Problem
Both air and heat will only blow out the defrost. Gas engine has good vacuum. Bypassed vacuum tank and applied vacuum directly to vacuum line through firewall. No change in air flow. Where do I go from here?

Check the panel to make sure nothing is disconnected or damaged.
