i replaced the inner tie rod bushings and bolts,when the front end is jacked up the steering turns to the left fine and to the right fine.but when the car is lowered the steering is hard to turn.1994 dodge intrepid....

That could be many things but strut turn plates are the most likely. Hold your hand on the spring as someone turns the wheel and see if you feel the binding through the spring.
