Brake lights and tail lights won't work

I checked all bulbs and fuses. Brake lights light up when pedal is pushed, but seem only as bright as the tail lights should be. If you turn the lights on, then the brake lights go out. The tail lights never come on.
I searched and found that the turn signal switch might be the culprit, but after replacing that, it still does not work.
