1994 Chevrolet Suburban Repair Question

Chevrolet Suburban Diesel Problem
What would cause my transmision not to shift out of 1nd gear and my speed om. isnt working and there is no power to the heat or a/c. we had to change the fuseable link last week and after we did all of these other problems came up
