1994 Chevrolet Cavalier ABS Brakes Seem Grabbing Time Even Dry Weather Very Low

My ABS brakes seem to be grabbing all the time, even in dry weather and even at very low speeds. I recently had my brakes looked at and no sign of needing to replace the pads. The car is only driven once a week. No dash lights come on either.
