1994 Acura Legend Repair Question

Acura Legend Fuse Problem
I changed the radiator and made sure all electrical is reconnected, also i get good heat and the temp gage is normal. the fans won't come on and it bubbles back over into the overflow tank after i stop. i changed the tempt senor checked fuses. don't know what else to get fans to kick in.

THERE ARE RELAYS IN THE SYSTEM......LOOKS LIKE SEVERAL.....AND FUSES
THIS IS THE ONLY DIAGRAM I SAW.....SAYS IT'S FOR A "GS"---MAY BE FOR ALL MODELS.....I DON'T KNOW
THE LOCATIONS OF THE RELAYS AND OTHER STUFF IN THE SYSTEM IS LABELED BESIDE THEM IN THE DIAGRAM
