93 Camry does not start

Car turns over but does not start. Fuel pump is working. Spark plugs are sparking. Checked compression, but tester needs valve replaced, but seems to get decent compression when I plug it with my thumb. Also, fuel is coming out of spark plug ports. I put the spark plugs back in and it almost starts and then just turns over. I believe its flooding out the plugs causing them not to spark. Question is why is it flooding? It does not have a cold start valve. Maybe fuel regulator? The car is a 93 Toyota Camry 4 cylinder, fuel injected. MAP sensor maybe? If it was the crankshaft sensor, would I still get a spark?

You need to be sure of the compression. Also, have you checked the actual fuel pressure and are you sure the injectors are getting power? Will it start with starting fluid?
