overheating

I have a 1993 Pontiac Grand Prix 3.1. Recently the fans have stopped working. They will work if you cut the AC on but other than that nothing. We have replaced the temp sensor that is supposed to trigger the fans at the right heat but still no fans. If the relays are bad will the fans still come on with the Ac on and not when it gets hot? We replaced the thermostat and radiator(it was original OEM and was cracked) It is not running hot just running warmer than it should. But we only go on short trips for fear of it running hot. The temp gauge goes up and down like the fans are kicking in but they aren't, assume they do that when the thermostat opens and closes? Also the hose leading from the radiator is hot and hard is that right?

There is a primary and also a secondary one. SHould both fans or only one come on with both the ac and without.

I believe your fans are operating perfectly normal. The fans aren't programmed to come on until 227degrees when the A/C is off and 223 when the A/C is on. It seems hot but that is the way it was designed to run.
