1993 FORD, F-250: FLUID IS FULL, WHEN NOT RUNNING, BRAKE PETAL IS OKAY, ONCE STARTED, PETAL GOES TO THE BOTTOM; NO BRAKES, ALL WHEEL INSIDES ARE DRY. COULD THIS BE THE VACUUM TANK?

If the brake pedal goes to the floor, there is either a leak, a bad rubber hose that is expanding when pressurized, or the master cylender is bad.
