2WD truck with lift and 33'' tires

I have a 3 in lift on my truck with 33'' tires. The lift came with truck when I bought it, I have the shocks, struts, and blocks intalled. The lift was pretty old so I inspected it and some of the bolts where loose, so I tightened them up. But when I turn the steering wheel it makes a whinnig noise. Even though changed the power steering pump thinking that will solve the problem. It continued to make the same noise. I was thinking it might be the sterring box or something missing on my lift. I made an appointment with a lift kit specialist to have a look at it. But thats not until in a couple of weeks. I thinking I might have to buy a whole complete kit. But what might be the cause of the whinning noise.

The noise in the steering will be either a pump or rack/box problem or just a loose belt, if the pump has been changed look at the steering box, it will not be the lift kit.
