1993 Ford Explorer Shifts Great Until Highway Speeds Wont Into Overdrive Doing

My Explorer shifts great until I am at highway speeds and it wont go into Overdrive. When I am doing 55 MPH the RPMs are at 2500 and gas milage is just plain terrible. What should I check first and is this common problem??
