1993 Chevrolet Other Repair Question

Fuse blows
20 amp fuse sparks before is all the way in socket.
Gone thru 2 this morning. Why? How do I fix it?
1993 Chevy 1500 p/up. 4x4, auto trans. after market radio.
Recently inspected and emmissions passed.

What does the fuse control? Is there a label on the fuse box?

fuse controls dash and tail lights
label on fuse box "ctsv"

Unplug the cigar liter, see if problem goes away?
