Reinstalling a new key ignition switch!

Chiltons repair book says to install the ignition switch in lock position. Movethe switch slider to the extreme right position and move the slider 1 detent to the left lock position. Depress switch mechanism slightly to insert a 3/32 inch drill bit into ignition switch.I don't understand I tryed to do what it says to do but I get nowhere can you help me with this ignition lock cylinder.

The old one is out!Been trying for two days to make the new one work, when putting the new one in I get no resistents whe turning the key to start the car! The key jest turns and dose not activate starter
