OBD I SAYS CAR NOT RESPONDING. 93 blazer. V6 4.3L. S-10 style.

Does the check engine light work, and can you flash codes by grounding pins A and B at the ALDL?

If you are looking at the data link connector, A and B are in the upper right corner, if I am not mistaken. The light should flas codes in sequence when grounded.
