have no fuel delivery

I have a fuel delivery problem. I have changed the main relay twice. Changed the fuel filter checked for spark which I do have. I stuck ahose down the in the tank to see if fuel pump was priming an I cant hear it. I noticed the other day the check engine light was coming on an not going out as it should afrter a few seconds. So i tried to jump the obd plug in order to pull the codes. Now assuming I got the right plug which it was the only double line plug under the dash on the passanger side. The c.e.l never flashes so according to what i have read means a bad ecu. Any info you could proide would be helpfull

Have you checked fuel pump pressure? You mentioned that you could hear the pump, but is it producing enough pressure to run the engine?

no sir the pump is not coming on as it should.

When the pump doesn't come on, check for power to the fuel pump relay.
