why did my car fail the smog test

my car failed the CA smog test, as a "gross polluter" in the emissions test. At about speed 60mph, it shakes a lot, but that doesn't seem like alighnment issues. It's like the engine hesitates, then when I get to about speed 70, the hesitation goes away. Lately the fuel economy has also decreased. Is this a costly engine problem? It's a 1992 Toyota Camry, 6 cylinder, with 80,000 miles on it.

Sounds like the O2 sensor may be bad. If there is an exhaust leak near the O2 sensor that will also create the sane issue.
This is because the O2 sensor thinks there is more air or in the case of a leak, it notices the extra O2 and dumps gas in the motor. This will affect performance but mainly gasmilage.
The engine suderring at 60 MPH. Heck RPM and replicate it in a lower gear does it still shudder?
