AC and no power?

I give the car gas and the Ac will "kick down" to the vents or the floor board ONLY... when i let off the gas or keep a low speed the AC will stay where its supposed (head and feet). Is this supposed to happen? If not then whats wrong?!

It might be a vacuum issue, just a thought? The actuators for air-flow direction are vacuum controled. An actuator might be having a problem?

Sometimes with older vehicles, vacuum can be a problem.
