1992 Isuzu Rodeo Rebuilt Motor On Will Fire Everything Moves Turn Starter

I have rebuilt the motor on my Rodeo and not it will not fire. The everything moves when I turn the starter but the engine will not fire. Fuel pump and filter are working correctly gas is getting to engine, Spark plugs and distributor cap are new and in correct firing order. Is this a timing issue and if so how do I set the timing on an engine that won't turn over? Thank you
