I have a honda civic 1992 and when I go to turn it on then fuel pump won't activate. When I charge the battery for a while and then try to start it, it starts and runs fine.

Check yoru battery and charging system. Auto stores do that for free

Check the PGM-FI main relay. It is a common cause of fuel pump not working. The MIL tends to stay on and not go off when engine could not be started.

If you google HONDA PGM-FI MAIN RELAY YouTube, you would get a lot information on them and how to go about.
