Honda Civic Fuse Problem
My passenger high beams don't work and its not bulb or wiring or the fuses

Did you check fuse no.9-this one here powers the high beam on the right side-if its the ground circuit I don't think the low beam will come on-
Do this run a wire from the pass side red and blue wire to the other side headlamp red and yellow and see if it comes on-while on high beam-if it comes on the red and blue wire is open between the wiring connector and fuse no.9
