1992 Honda Civic Repair Question

I have a 1992 Honda Civic. After it sits for a few hours it runs sluggish until it warms up. How do I fix this ?
Does not respond to pushing on gas pedal. Some one I knew was following me today and they saw a puff of white smoke come out of the exhaust pipe when I was finally move at 40 MPH

White smoke is not a good sign. You need to have your car checked for a coolant leak. You could have a bad head gasket.
Sometimes excessive oil in the cylinders can cause white smoke too.
