1992 Honda Civic 92 One Night Belt On Crankshaft Pully Shreaded Peices Went

i have a 92 honda civic and one night the belt on my crankshaft pully shreaded to peices when i went to see if i could replace it i noticed that the pully could move back and forth... is this normal, is this bad, and how hard/ how much is it gunna cost to fix.... i have been told many things about this to the point im not sure if anyone knows anything about it

That is either due to a loose crank pulley bolt or a bad harmonic balancer and it should be rectified asap. Cost varies according to location so you need to check locally for the correct estimate.
