starter seems that it has lack of power

I have a 1992 ford f-150 xlt king cab 8 cyc 5.8 litre. I have put a brand new starter on and i have replace mostly everything under hood, except engine.

truck keeps flooding, starter seems that it has lack of power to start the truck.
