1992 Chevrolet Silverado C2500 Stop Get Again Feel Something Grabbing Tugging

when i stop and get going again i can feel something like "grabbing" or like a tugging from the rear. if i stop fast enough i feel it too. no other symptoms other then when im using the breaks and come to a complete stop or try to gun it from a complete stop then it happens even worse. it doesnt seem to favor the drivers side or passanger side. it does have electric breaks.
