my INFL REST light stays on

When i start my car my infl rest light blinks for about three or four flashes but it stays on this same light stay on the whole time i am driving my car on the dash board.

That means the computer detected a problem and turned the system off. The airbag will not deploy in a crash. You need to find a mechanic with a scanner that can access that computer to read the stored diagnostic fault code(s). Those will get you into the circuit that needs to be diagnosed.

Probably the most common cause is a broken clock spring. That is a wound-up ribbon cable in a plastic housing under the steering wheel. As it continues to break, eventually the horn and cruise control will also stop working.
