engine won't rotate using key but will with underhood starter switch. why?

check your starting system. it can be a relay, or blown fuse or a nuetral safety switch.

Thanks for your reply. Right now I am removeing the parts needed to expose the starter enable relay, starter switch, and most likely the ignition switch. I tested the current going to the crank fuse. Nothing there when key in start position. Whats your advice?

check to make sure that any fusible links aren't burnt up. they usually connect to the starter and are smaller wires connected to larger ones. that sounds like your problem especially if your lights work but nothing will start.
