doesnt seem to have enough fire to start

My toyota hilux surf 91 just winds over but doesn't have enough fire to start what could cause this it was going fine no signs of anything craping out. My truck was going fine then one morning it just wouldnt start winds over but just doesnt seem to have enough fire to start, have replaced all glow plugs, bleed the fuel lines and checked oil filter but still no go. any ideas on what the problem could be?

do you have fuel pulsing at the injector on cranking? if not there is a fuel shut off solenoid on the side of the pump this may be faulty.

i forgot to say it was diesal. and am unsure about the fuel pulsing at the injector.

Crack the fuel line at the injector, do not fully undo, crank engine it should spray fuel out.
