1991 Plymouth Grand Voyager 3.3 litre insufficient fuel flow for engine to run

I can spray WD40 into air intake and car runs for a second. Plenty of gas in tank. I have replaced the fuel filter under the car. Car will not start without spraying WD40 into it. When ignition key is turned, you can still hear the fuel pump hum...as usual. What needs to be tested or replaced?
