Cold and wet fails to start

I have a 1991 Oldsmobile Ciera. The car will not start when the weather is cold and wet. It turns over but the engine fails to ignite. Any other time this car runs reliably.

Have you checked the ignition wires? When was the last tune up? What I want you to try is this. In the dark, open the hood and start the engine. Mist water on the spark plug wires, distributor. To see if there is any arcing.

Let me know what you find.
