1991 Oldsmobile Calais Repair Question

Olds cutlass
Have a 91 olds cutlass calais and cant get any heat out of it changed thermostat and pulled heater core and water from kitchen faucet flows thru so i am stumped dont see any shut offs in either hose

Check the air blend door if its in the heat position-start here

Problem is with blend door not closing isolating core for heat. Maybe faulty vacuum servo

the door is fine opens and closes as i move the slide bar on heater control
