Check engine light and fuses

I test my fuse box for my 1991 honda accord with a tester and there are 2 of the fuse that would not light up. I replaced with other working fuse in it's place but it still did not light up. What could this mean?

Also, my engine light comes on once awhile. I would stop the engine and start the engine back on and the check engine light goes away. Please help.

Which two fuses? Some fuse circuits are hot all the time, some go hot with the key on. Why were you checking fuses?

As far as the check engine lite, check for trouble codes.
