A shorted voltage regulator won't draw that much current or pop any fuses. It would just run the alternator wide-open. What happens if you unplug the Engine Computer's connector?

A test light in series with a battery cable can be misleading and not very accurate. A better test is to use jumper wires to plug in a 12 volt light bulb in place of the blown fuse. It will be full brightness when the short is present and go out or dim when you do something to remove the short or isolate it.
