Tried fixing the turn signal com switch but.

I replaced the switch on the column with another from a wrecker. Same deal, no change. What about a relay? Where are they? I asked a mechanic across town and he sajd they could be located under the dash or behind the fuse panel. So I checked the fuse panel and did find a black 3 prong deal but where does the sound it makes seem like it comes from the dash lights.
