How to tell if your resistor or relay is out on the blower motor 91s10, what would go out first

Usually the resistor goes out first. If you put your blower on high it bypasses the resistor and usually will work. But if it doesn't work at all then you need to check to see if the switch is bad, the resistor, or the blower. If you disconnect the bloser and touch the hot lead with a test light and it lights up then it's your blowr that's bad.

It would only work on high now I turn it on blower will not come on could the relay be bad

Yes the relay could be bad but like I said previously, put a testlight at the blower lead and if it gets poser or the light lights, then it's thebloweris bad. Make sure to check the fuses as well.
