The sounds also changes slightly when I turn the wheel. It may be unrelated but it also makes similar sounds while in reverse.
It might be a powersteering pump. have a pro look at it they normally don't charge for an opinion.

It wold only do that if you had a hydraulic unit for a braek booster and i don't think in 91 that was done yet. If you have a hydraulic instead of vacuum brake booster then it would if hte pump failed.
