1991 Buick Lesabre Repair Question

Buick Lesabre Fuse Problem
My heater and air conditioning has stoped working in my car it blows alittile worm air when i put the key in the ignition and turn i just a little bit but it only last for about two seconds please help
iam thinking that it could be a fuse but i checked all the fuses underthe dash but they are all good i dont want to buy a new unit do to the fact that i am working on getting a new car any way
